Good advice there from Paul/liz. just to repeat what someone else has said. If someone is not fully up to speed with tec stuff, an cant figure out a web cam one prob way of figuring out if they are who they say, is for them to take picture with date on it and holding a sign saying a word that you pick. (so they cant just download it for this site or another) .
