When the person who opened the room has left, the room is then closed by the Mods. They tell everyone in the room that the room is going to be closed, giving you time to move to another room.
Rooms have to be closed when the host has left, as they would be un-moderated.
Is it not possible for the hosts themselves to close the room if they are leaving it?

No,that's Not possible..The room closes itself after the last person leaves,,or,,If a Mod closes it.
